Kyoto's best-known sights lie in different corners of the city, so a tour mostly sells you routing and time. Here are real listings side by side, with their own lengths, stops and from-prices.

The short reply
Kyoto does not have one centre. The Kyoto City Tourism Association's access map puts Fushimi Inari-taisha 10 minutes from Kyoto Station, Saga and Arashiyama 25 minutes, Higashiyama with Kiyomizu-dera 35 minutes and Kinkaku-ji 40 minutes.1,2,3,4 Those are four different directions out of one station.
That geography is what a tour packages. The association's own advice is to make good use of trains and buses, and it warns that a route found with a general map app can take more than twice as long because of traffic jams.5,6 A guide, a driver or a fixed coach loop takes the routing problem off your hands, and you pay for that convenience with a fixed pace.
The listings below fall into five shapes: a long coach day with temple entries, a coach day with more free time, a small group that rides public transport, a private day with a car, and a hop-on hop-off bus ticket. All prices are starting prices, so treat them as the lowest figure for the cheapest date and option, not a quote.

Our own pick is a coach day run by Japan Panoramic Tours. Its listing says 8.5 to 9 hours, with check-in at 7:50 AM and departure at 8:00 AM in front of Tully's Coffee at Kyoto Avanti, and a return around 4:30 to 5:00 PM. It is rated 4.80 from 5,210 reviews and starts from $97.
The stops are Kiyomizu-dera for 1 hour, Sanjusangen-do for 40 minutes, lunch in Arashiyama for 50 minutes, the Sagano Bamboo Forest for 20 minutes, Tenryuji for 30 minutes, Kinkaku-ji for 40 minutes, a pass-by of Nijo Castle and Fushimi Inari Taisha for 1 hour. Entry tickets for Kiyomizudera, Tenryuji, Kinkakuji and Sanju-san-gen-do are included, and so is a Japanese buffet lunch if you select that option.
Read the small print. The order of stops can change with traffic or weather, you walk up stairs and hills, and the tour is not suitable for wheelchair users. The lunch buffet has one menu for everyone, so guests who need halal, vegan, gluten-free or allergy-friendly meals are told to book without lunch. Latecomers get no refund, while free cancellation applies up to 24 hours before.
How long the day lasts
Lengths as each listing states them; where a listing gives a range, the bar shows its top end.
A coach day with more breathing room is a bus tour that runs 11 hours. It starts outside Hotel Keihan Kyoto Grande, with Arashiyama for 70 minutes, Kinkaku-ji for 45 minutes, Nijo Castle for 1.5 hours, Kiyomizu-dera with lunch for 2.5 hours and Fushimi Inari Taisha for 1.5 hours. The guide speaks English and Spanish, it is rated 4.71 from 753 reviews and it starts from $50.
A shorter highlights coach lasts 9 to 9.5 hours and lists Fushimi Inari Taisha for 80 minutes, Arashiyama for 80 minutes, Kinkaku-ji for 45 minutes and Kiyomizu-dera for 100 minutes, from $43. Its guide speaks English and Japanese, and cancellation is free up to 2 days before.
The same operator as our pick also sells its day on Viator as an 8-hour tour for a group of up to 42, with 17,793 reviews and a 4.92 rating, from $126. The listed stops match the coach day above, so it is worth comparing both booking pages for dates and price on the day you want.

Not every Kyoto day tour is a coach. One small-group listing is limited to 8 participants, runs 6 hours, and starts at the Kyoto Station Central Ticket Gate. The guide speaks English and Korean.
The route is Fushimi Inari Taisha for 70 minutes, Arashiyama for 1 hour and Kinkaku-ji for 1 hour, with train rides of 10 and 30 minutes and then 15 minutes of train and 20 minutes of bus between them. It is rated 4.91 from 1,571 reviews and starts from $90.
The catch is that it is a public transportation tour, not a bus tour, and transport fares are not included, so you bring an IC card such as SUICA, ICOCA or PASMO, or a JR pass. That is a fair trade for a group of 8 and a guide at your elbow, but check the day's plan before you book, because it skips Kiyomizu-dera and the other Higashiyama temples.

Kyoto private tours are where a car comes in. One listing is a private customizable day with a guide and vehicle that lasts about 8 hours, with pickup included and wheelchair access, from $358. It lists Arashiyama, Kinkaku-ji, Nishiki Market, Gion, Kiyomizu-dera, Fushimi Inari Taisha and Sanjusangen-do as optional stops of 1 hour each.
A licensed-guide version runs 4 to 8 hours, with guides in English and Japanese, from $210. Two luxury-vehicle listings for a full day sit higher, at $332 with guides in English, Japanese and Chinese and a skip-the-ticket-line label, and $433 with five guide languages.
On Viator, a private licensed-guide day is listed at 4 hours, from $107, with 1,729 reviews and a 4.92 rating. Its short length and the long list of optional stops mean you need to choose a handful of places up front, so tell the guide your wish list before the day. A private day is the one format where you can drop a stop, add one or slow down.

The key to sightseeing in Kyoto is to make good use of public transportation such as trains and buses.
Checklist
A hop-on hop-off ticket is not a guided tour, but it turns up in the same searches. The listing is valid for 1 to 2 days, has an audio guide in seven languages and boards at Kyoto Station in front of the Isetan department store. It starts from $27 and is rated 3.85 from 2,339 reviews.
The bus has an open top, so you sit in direct sunlight, raincoats are provided in wet weather, and buses may not run in typhoons or thunderstorms. Children aged 0 to 5 need no ticket on an adult's lap.
You can also skip tours. The city's Subway & Bus 1-Day Pass costs 1,100 yen for adults and 550 yen for children, and it is only valid on the day it is activated.7,8 A subway-only pass is 800 yen for adults.9 That is cheaper than any tour, but you do the routing, queueing and reading yourself.
